Howdy Mo -
No I do not fog whenever conditions would be unfavorable for the hundred or so bees which come out in response to the fog. Same in winter when it would be bad to break the cluster.

I do not fog at night. Only when the bees are flying. But I do fog a hive that shows a larger than I want mite count in the evening so I catch the forergers more at home but there are still bees flying.

I can't imagine fogging at night after seeing the responses of the hives that are fogged in the middle of they day.
I wait on fogging untill the last thing I do before leaving the apiary as it disturbs the colony quite a bit and each colony seems to go airborne for several minutes.
I have never taken the time to see how long it takes a yard to calm down.
Has any one tried it at night?

I only fog when bees are flying in the evening. I have used a fogger like a smoker when I wanted to investigate something and found that the bees have no problems with that when I only use a little fog. When I normally fog I find that the bees calm down after between 1 and 5 minutes depending on the flow. If the flow is strong 1 minute but during a darth 5 minutes

I have a friend here in Germany who' s mother is a commercial keeper in Romania. She claims not to treat her hives and has a problem with too many hives for the past 4 years. She keeps telling me to come get her excess. I will take some time soon to investigate. I want to take the family there for a visit and see exactly what she does. It's a 12 hour trip!
