Food processing license - NY or PA?

Does anyone know if you need a food processing license in NY and/or PA to process and sell extracted honey? I asked this question or one like it in another thread and didn't get a clear answer...at least in my mind. Would appreciate knowing. Maybe I'll just call the county health department tomorrow and ask...

In New York State as long as you're selling honey direct to the customers and it's you own you do not need inspection as a food plant. I do not know about PA.
