Old empty drawn brood frames used again in another hive?

Can drawn Rite-Cell or plastic drawn foundation be used in another hive when the first hive died of starvation? Can the very few dead brood be scraped out and the frame be put into another hive?

As long as you are certain those dead brood did not die of AFB. Starvation, although not as much this year, often is a sign of other stress factors that may include AFB. Clear that question and use it anywhere.
