odd queen behavior

I saw a newly emerged (virgin?) queen curled around a un-emerged queen cell. I thought she was tryinig to sting through the cell wall, but then she moved, and I was not sure. Any clue what she was doing?

possibly trying to chew a hole so she could sting her rival before she could emerge.
