OK Maybe someone can tell me what I did wrong. I grafted 25 cells and placed them in JZ's BZ's wide mouth based cups. Put them in the cell builder and had 16 take. 2 days later put into cell builder colony 2 story deep queen excluder and another deep.

I returned to remove the cells because tomarrow they were supposed to hatch. I wanted to put some type of hair curler over the queen cell so I would not lose my other queens. I removed the frame with my queen cells and found comb drawn to and over my queen cells from the top to bottom the queens were sandwiched or welded into the burr comb. No way for them to get out or for any type of queen cell whatsoever.
So I cut a few cells open and found tons of royal jelly and a queen larvae.
What did I do wrong?
What can I do to prevent this?
Why do they do this?
Is this a continuous problem with building queen cells?
Im kind of torked I had 16 out of 20 cells take and was excited to start my mating nucs and now Im in a mess.

They are just fine. You probably needed to add a frame of foundation so the wax producing bees had a place to use it. Now cut or tear the wax off the queen cells and all will be according tp your previous paln. The queen cell wax is more rigid and the wax that the bees used to entomb the cells, so it tears off readily.
