UPC codes

SOmeone posted that to sell honey in a grocery store they needed to buy a $1200 UPC code. Why is this so?

I bought a bunch of labels from Avery, a disc was included for free that helps one to design labels and UPC codes. You select from what I took to be different UPC code languages and it worked. I assume one would then need to talk to the merchant and find what language their scanners recognized.

Any thoughts?

I think when you buy a set of upc codes that sets up your national number and gives you up too 1000 codes to use on your product and only you have those numbers. The system that you are refering to I believe is used for a companys own personal use.
