Is 1/4" hardware cloth small enough to keep a queen inside?............Ron

No.
1/4" (#4) will let ALL bees through.
#5 will let the workers through but no queen and no pollen. Often used as a pollen trap to force the pollen off of the workers.
#6 and smaller will not let any bees through in theory, but I don't know for sure that some small bee can't squeeze through. I doubt that any can.
#7 Just the right size for a pollen screen. Pollen falls through nicely but no bees.
#8 Typically used for bee screening.
