I placed 4 supers of drawn comb on a mediocre hive and came back in two days.

The lowest super was glued to the hive body, and had a number of bees exploring, covering it fairly well.

The top three supers were not glued down. they also had no bees on them.

Is there a correlation between the boxes bees are filling and the boxes they propolyze? Hope this makes sense.

Kind of. It means they are working in the box and patroling and cleaning it in preparation to using it.
