cluster on front of hive

I hived a swarm yesterday but a few hours later they all came back out and are in a cluster on the front of the hive and did not go back in last night---why did they do this and what should I do?

If you look on the outside of the hive for a cluster, you might find the queen in the middle of it. Sometimes it's just because it's too full, but usually the queen is hanging on the outside of the hive.
