Looks like a kind of Peony to me. The stalks, buds and dried buds look familiar. Never seen that exact flower type though. Also, I'm sure that what's popular here in MA would not necessarily be in LA. Also, it looks larger than the bushy peonies here. There are varieties of Tree Peonies so it might be one of those.

These are the only ones I have seen with this flower type. Lots of these around with a different type flower but identical looking bush. These are in KY

Looks like a varity of Rose of Sharon.
