double stacking???

Hi yall, i was out and about the other day and i seen some hives out by the road(small sideroad) and of corse i had to stop and look, what i saw doesnt make any sence to me,,, they had brood box and honey supers on the bottom and then a piece of plywood on top then anouther bottom board and brood box and honey supers on top of that! now i dont know hardly anything yet, but i am thinking this looks bad because of (drifting) am i wrong about this? thanks :confused:

Sounds to me like someone was getting ready to move the hives and had them stacked to pick up with a boom and double stack on the truck.
