I have a question. Is one to one by weight or volume?

Yes! Either will work. I generally fill a jar (quart or gallon) with as hot of tap water as I can get from the faucet, then fill it on up with sugar.
Some suggest putting in vinegar, lemon juice, etc to retard mold, but if the bees need it, it generally doesn't last long enough to mold before the bees consume it.
I'm feeding several swarm hive's now with inverted jars to help with drawing some new comb. Some are going through 1 gal/day adn drawing comb like crazy.

A pint of sugar weighs almost exactly a pound. A pint of water weighs almost exactly a pound. It comes out the same either way. Use the same number of pints or pounds of water as you use pints or pounds of sugar.

Sorry, reread my response. I fill the jar 1/2 full of water, then fill it on up with sugar, Stir or shake, & serve.

It won't be 1:1 but the bees will certainly eat it just the same.

Just to clarify (again) if you take a pint of water and a pint of sugar and mix them you will have 1:1 syrup. But you will NOT have a 2 pints (a quart) of syrup. The sugar disolves and goes between the molocules of the water so that it only makes about a pint and a half of syrup. If you take a pint of water in a quart jar and add sugar until the jar is full you will have higher than 1:1. More like 1.5:1. There's nothing WRONG with 1.5:1. It's just not 1:1.

I usually mix syrup 1 gallon at a time. I fill the gallon jug about 3/4 full with water and boil. I then fill the gallon jug with sugar to the same mark on the jug. When I am finished I usually have a very full gallon jug or a little extra. Wroks for me

I came up with this some time back for 1:1 syrup, using equal weights of water and sugar. 1 gallon of water weighs 8.333 pounds, which you can use in consideration of the weight of sugar your using.

The formula I came up with is for 1:1 syrup as
follows.

Gallons Syrup = Pounds Sugar x .203711298

using large measuring cup measure water & sugar with same container one for one. Make as much as you need.
