I am wondering currently I have only 8 Frame equipment, however my Russian Queen has been staying down in the lower brood hive. I have had a med. super on top now for about 2-3 months and the bees have down it out from the foundation. However, the queen seems to have never touch this upper med. super. Question: Should I change the med. super to a hive brood box?
If I do swap out the med. super for the hive brood box should I stagger the brood frames bring some empty foundation to the lower box and move up some brood from the lower box?
What do you guys think?

is this a new colony, a split, a nuc? if the queen needs more space she will go up unless there is honey across the top of the frames. and if she is honey bound and a russian watch for swarm cells. My first year in beekeeping I bought a strong russian nuc. and was advised by the seller to watch for swarm cells. to make a long story short I ended the season with four full colonies all in double deeps.

I run all mediums and a lot of eight frame hives that are all mediums. The queen doesn't care what size the frames are. If they haven't moved up it's probably because they aren't that strong yet.

If you think that isn't it, and if they are really full of bees in the bottom box, you could pull a couple of frame of brood up to another brood box on top of that. But, of course, they won't fit in the medium. I suppose if there is a crown up honey you can either uncap it, to let her them move it, or put the other brood box or the medium underneath.
