How does one wire frames for extraction if one uses no foundation or only starter strips?
Perhaps a better question is: Will the bees build over the wire without foundation of some sort?

Yes they will build around the wire fine.
The queen will not lay in cells that the
wire runs in though, not a big deal.
I embed the first wire into the starter strip.

I have always used wire in my frames. I mostly used full frames of foundation, but on occasion have used starter strips. On all occasions the bees have drawn the comb over the wire with no problem.
As for extracting the wired combs, the wire supports the frames in the mid-section, especially if they are really full. They rarely break in the middle. So as you can imagine, I endorse full wiring. Others may not. Just one of those things.

I hardly ever wire anything. I extract unwired combs all the time.
