I have noticed what I see as drone bees exiting the hive and was wondering if this could be a nuptual flight in progress. I did see a new queen in my inspection about two weeks ago and noticed very few eggs and some small larvae, but not as much as I would guese to expect if this queen was already laying.

If there were only 'very few' eggs then you may well have a queen that's just beginning to lay, unless they were multiple eggs to a cell, in which case you have laying workers. Drones going in and out is normal; the iportant thing about a nuptial flight is the queen!

Drones come and go. They go hang out with the other drones hoping to get lucky with a queen. (The word "lucky" is used loosely here considering the end result is their death).
