Rather than foundation without wall-stubs, how about foundation that is ONLY wall stubs?

Or to put it another way, make your thin-sheeted foundation so thin that its actually perforated in each cell bottom. The bees would still key into the pattern and fill in the gaps and draw out the walls (resulting in more new, clean wax), with less old, suspect wax.

Although i suspect we'd be running into feasibility and practicality problems here, both in terms of actually being able to make such thin foundation, and in terms of handling the finished problem - especially as it got warm with bees on it...
