There already effectively is. Its called transportation costs - aside from the cost to the planet, there are not-insignificant monetary costs too, which already quite effectively limit NZ's exports.

Anyone who lives a wee bit remote will understand that the NZ economy has always
been 'challenged' by "the tyranny of distance". Its jolly inconvenient - it must be nice cost-wise to be immersed within the mass market.
