There are a few ways to do this other than combining with another colony.

The simplist is to take a mated queen from another colony and throw into the laying worker colony.

An off-shoot of this then is to take a frame of sealed/open brood
combination, with the mated queen from another colony and place both into
the laying worker colony.

Another way is to take on average 2 frames of brood one sealed and open open and place into the laying worker colony and then repeat the process in
approximately 21-30 days with another two frames to let the colony raise
their own queen, which in a majority of cases then happens.

Another way is to do nothing and see if the laying worker colony will come
up queen right!
